## In brief

- The UN Human Rights Council condemned drone strikes and other attacks on civilians in Sudan
- The resolution demanded an immediate ceasefire and extended the mandate of the independent fact-finding mission
- The World Food Programme said an air attack hit a food truck in North Kordofan, killing one person
- The SAF-RSF war began in April 2023; death toll estimates range from 150,000 to 400,000
- The RSF captured El Fasher in October 2025 after a siege, with mass killings reported; a hospital attack left 460 dead

The United Nations Human Rights Council adopted a resolution on Monday condemning drone strikes and other attacks on civilians in Sudan, demanding an immediate ceasefire and warning the country’s warring parties that there is “no military solution to the crisis.” The resolution also extends the mandate of the independent mission investigating abuses in the country. The same day, the World Food Programme said an air attack hit a truck carrying food supplies in North Kordofan, killing one person.

The war has been running since April 2023, when the Sudanese Armed Forces and the Rapid Support Forces turned on each other, and it is now in its fourth year. It has been exceptionally deadly even by the grim accounting of modern conflicts: [estimates range from 150,000 to 400,000 deaths](https://www.csis.org/analysis/sudan-war-10-charts), according to the Center for Strategic and International Studies, with the conflict-tracking group ACLED logging more than 58,000 reported fatalities and the true figure certainly higher. [UN figures cited by the British government](https://www.gov.uk/government/publications/sudan-country-policy-and-information-notes/country-policy-and-information-note-security-situation-sudan-july-2026-accessible) put the displaced at 14 million as of April. The World Food Programme has reported that [24.6 million people face acute hunger and 2 million face famine](https://www.hrw.org/world-report/2026/country-chapters/sudan).

The past year gave the investigators plenty to work on. In late October 2025 the RSF captured El Fasher, the capital of Darfur, after a siege dating to May 2024, and carried out mass killings of people fleeing the city as well as sexual violence, according to [Human Rights Watch](https://www.hrw.org/world-report/2026/country-chapters/sudan); days later a reported massacre at a hospital there left 460 dead, according to [UN reporting cited by the British government](https://www.gov.uk/government/publications/sudan-country-policy-and-information-notes/country-policy-and-information-note-security-situation-sudan-july-2026-accessible). The [fact-finding mission](https://www.ohchr.org/en/press-releases/2026/09/sudan-external-support-networks-are-fuelling-conflict-and-civilian-harm-un) the council just extended was created in October 2023 and warned last month that external support networks are fuelling the conflict and the harm to civilians.

A Human Rights Council resolution arrives with no enforcement arm attached; its force is documentation, pressure and, in time, evidence for courts. “No military solution” is the council’s verdict. The strike on the food truck in North Kordofan the same day suggests neither side is yet acting on it.
