## In brief

- Ministers and security chiefs from Pakistan, Saudi Arabia and Turkiye met Iran’s leaders in Tehran
- Saudi defence minister Khalid bin Salman, Pakistan’s Asim Munir and Turkiye’s Ibrahim Kalin saw President Pezeshkian
- The talks aim to ease Iran–US tensions amid threats of new US strikes and to counter Houthi advances in Yemen
- The Mecca Joint Defence Agreement was signed in Mecca on 7 August 2026
- The allies recently triggered collective defence measures after Houthi attacks

Tehran again. Into the Iranian capital come the envoys of an alliance baptized in Mecca: ministers and senior security officials from Pakistan, Saudi Arabia and Turkiye — the three powers that signed the Mecca Joint Defence Agreement — sitting down with the leadership of Iran to talk about how to keep two wars from becoming one. Their mission, [as Al Jazeera’s Maziar Motamedi reported from Tehran](https://aljazeera.com/news/2026/10/26/mecca-defence-alliance-members-in-tehran-to-defuse-iran-us-yemen-tensions), is to defuse tensions between Tehran and Washington at a moment when new US strikes on Iran hang in the air, and to weigh the advance of Yemen’s Houthis — the front on which Saudi Arabia and its allies have fixed their attention.

The delegation is heavy with rank. Saudi Defence Minister Khalid bin Salman Al Saud, Pakistan’s military chief Asim Munir and Turkiye’s intelligence chief Ibrahim Kalin have already met President Masoud Pezeshkian, and are to take the security file up with Mohsen Rezaei, the Iranian security chief. It is an embassy of uniforms and spymasters — men whose trade is war, dispatched to perform the work of peace.

## The pact and the war

The Mecca Joint Defence Agreement is young — born [in Mecca on 7 August 2026](https://www.middleeasteye.net/news/full-text-mecca-defence-pact-signed-turkey-saudi-arabia-and-pakistan), its full text later published by Middle East Eye — and is still hardening into iron: [Al Jazeera reported](https://www.aljazeera.com/news/2026/10/20/turkiye-moves-to-ratify-mecca-joint-defence-agreement) that Turkiye’s move to ratify the trilateral deal came only days before this flight to Tehran. It is already more than paper. Earlier this month the three capitals agreed to [trigger collective defence measures](https://www.aljazeera.com/news/2026/10/5/mecca-alliance-agrees-to-activate-collective-deterrence-measures) in response to what they called “heinous attacks” by the Houthis, and Pakistan and Turkiye undertook to [send forces to Saudi Arabia](https://rews.cc/a/pakistan-and-turkey-agree-to-send-forces-to-saudi-arabia-und-ac6d1f).

## Two clocks

The envoys landed while a second clock was running elsewhere: with the war nearing its eighth month, [Pentagon planners were readying new strike options against Iran](https://rews.cc/a/centcom-has-iran-strike-options-ready-hegseth-has-them-trump-cfb7df) even as the three-country delegation took its seats in Tehran. Diplomacy and targeting, each on its own schedule.

There is a geometry to weeks like this, and it is an old geometry in these lands. Yesterday an alliance is sworn to meet the storm together; today its generals board planes to the capital they might one day be ordered to confront. The Houthis press on in Yemen, the strike plans thicken in Washington, and between them, around a table in Tehran, sit the men of Mecca — come not to surrender the sword, only to ask whether it must be drawn. For now, the table holds.
