## In brief

- Checkpoint shooting near Hebron killed two Israeli soldiers on October 23, triggering a West Bank lockdown
- Palestinian prime minister’s office: more than 2,670 people forcibly displaced from Hebron by October 25
- Palestinian Prisoner’s Society: 293 families (about 2,200 people) displaced, 47 detained in Hebron since Friday
- Israeli forces converted seized homes into barracks and observation posts in southern Hebron neighbourhoods
- Hebron generates about 40% of Palestinian industrial output and 30% of exports, Al Jazeera reported

Two Palestinian gunmen killed two Israeli soldiers at a checkpoint on Hebron’s northern edge early on Friday, October 23, in a firefight that lasted more than 20 minutes before both attackers were shot dead. The dead soldiers were named as Ron Yonatan Roytman, 23, and Sgt. Yuval Shai Svilem, 20. Within hours, Prime Minister Benjamin Netanyahu had ordered a “full lockdown” of the West Bank and told troops to go house-to-house in the Hebron neighbourhood the gunmen came from: “We will act to destroy this place, to change it completely.”

Three days later the Palestinian prime minister’s office, citing Hebron Municipality data, put the number of people forcibly displaced from the city at more than 2,670. The Palestinian Prisoner’s Society, a monitoring group, counted 293 displaced families — about 2,200 people, including 127 infants, 81 pregnant women, 26 people with disabilities, 134 with chronic illnesses and 265 over 60 — as of Saturday, with the toll still rising through the weekend. Defence Minister Israel Katz confirmed “about 2,000” displaced and set no return date: residents, he said, “will not be allowed to return to their neighbourhood until we’ve finished dealing with all the Hamas issues in Hebron.”

## How a checkpoint shooting becomes a siege

The mechanism is now familiar from the northern West Bank camps raided since early 2025: soldiers clear a neighbourhood household by household, order residents out, then repurpose the emptied buildings as a hard core of military infrastructure before demolishing what’s left. [Al Jazeera reported](https://aljazeera.com/news/2026/10/25/israeli-forces-turn-hebron-homes-into-military-posts-amid-lockdown) that Israeli forces, citing the Palestinian news agency Wafa, took over homes in the Khallat Manna and Dahiyat al-Zaytoun areas of southern Hebron to use as barracks, and forced residents from homes elsewhere so the properties could serve as observation posts. In the al-Jalda neighbourhood, roughly 300 families were being displaced and a three-story building demolished; more families were ordered out in Ein Deir Bahha; Israeli flags were reportedly draped over a seized home in Deir Baha. By Saturday morning the Palestinian Prisoner’s Society said hundreds of homes across the Hebron area had been raided and dozens turned into military interrogation centres.

The detention count moved in step with the eviction count. The Palestinian Prisoner’s Society put arrests at 47 across Hebron between Friday and Sunday; a separate tally covering the whole West Bank put the Friday-to-Saturday arrest figure at about 70, with hundreds more people questioned in what the group called field interrogations involving “detention and abuse.” Hebron’s mayor, Yousef Jaabari, told Al Jazeera residents could neither enter nor leave the city: “Hebron is now a disaster zone. The occupation has closed all entrances to the city.” Activist Issa Amro put the number living under that closure at nearly 800,000 across the Hebron governorate.

## Why Hebron, specifically, is expensive to shut down

Hebron is not an arbitrary target for a punitive lockdown; it is the single largest node in the Palestinian economy. The city accounts for roughly 40% of Palestinian industrial output and 30% of exports, according to [Al Jazeera’s reporting](https://aljazeera.com/economy/2026/10/25/why-israels-latest-assault-on-hebron-is-so-significant-for-the-west-bank) on the operation’s economic fallout. It also already carries the West Bank’s densest concentration of fixed movement obstacles: about 40% of the territory’s 89 permanently staffed checkpoints sit inside Hebron’s most restricted zones. The economic researcher Ahmed Abu Qamar called the city “one of the most important pillars and foundations of the Palestinian economy,” and warned that supply disruption from the lockdown means businesses “will be forced to either completely stop working or reduce” operations, raising production costs across the board, not just in Hebron.

That checkpoint density is not new, but it has been getting denser. A UN humanitarian agency fact sheet counted [925 documented movement obstacles](https://www.ochaopt.org/sites/default/files/Factsheet_Movement_and_Access_April_2026_1.pdf) across the West Bank as of December 2025 — restricting movement for 3.4 million Palestinians — a figure 43% above the preceding 20-year average of 647. Fixed infrastructure (checkpoints and road gates) now makes up close to 60% of all obstacles, against roughly 15% two decades ago, when ad-hoc barriers like earthmounds and roadblocks made up about 73% of the total. The agency recorded over 120 new road gates installed in 2025 alone. A lockdown imposed on top of that baseline does not start from zero: it tightens a system that was already the tightest it has been in 20 years.

## Election timing

The lockdown lands four days before Israel’s general election on Tuesday, October 27, in which Netanyahu — whose security reputation has been dented since Hamas’s October 7, 2023 attack — is fighting a tight race. [As rews reported](https://rews.cc/a/israel-seals-hebron-and-shuts-west-bank-crossings-for-tuesda-8f7b85), Israel’s army said it would bar Palestinian workers from entering most West Bank areas from Sunday through Monday and enforce a full closure of land crossings on election day itself. Planning for that specific election-day closure reportedly predated Friday’s attack, according to the *Times of Israel*; the Hebron operation and the vote-day closure are separate decisions that happened to converge. Netanyahu has said he is weighing an operation “on a scale not seen since Israel occupied the West Bank in 1967,” and members of his cabinet have pushed further: Finance Minister Bezalel Smotrich called for the Hebron offensive to proceed “exactly like in Gaza” and said a “comprehensive military operation” was needed to “dismantle the Palestinian Authority”; National Security Minister Itamar Ben-Gvir echoed the call to dismantle the PA and tighten restrictions further.

The Israeli human-rights group B’Tselem has assessed the stated plans against the laws of occupation and found them wanting: “Israeli leaders are publicly announcing plans for collective punishment and acts that could constitute war crimes,” the group said, calling on “governments and international institutions to act now” to prevent forced displacement, collective punishment and what it called “extensive unlawful destruction” in Hebron. The Palestinian Authority used the same term, collective punishment, pointing to the same three elements: home demolitions, forced displacement of entire neighbourhoods, and the closure and siege of a Palestinian city. A spokesperson for the UN human rights office said the measures were “making life more and more unbearable for Palestinians.” None of that language carries enforcement; it is an assessment of legality, not a court finding, and Israel disputes the characterisation, framing the operation as counterterrorism against Hamas.

What happens to the roughly 2,670 displaced residents — whether “about 2,000” becomes the final figure Katz is willing to put a number on, or whether, as in the northern camps, displacement becomes the permanent condition rather than the emergency measure — is the number to watch once the election closure lifts on Wednesday and the siege of Hebron, which predates the vote and was not caused by it, does or does not.
