There is a grammar to this kind of war, and it is written from above. On Monday, in the north of Rakhine state in Myanmar’s west, a military air strike hit near a market in territory held by rebel factions. At least 33 people were killed and 36 wounded, rescue workers and rebel group officials reported. The market, according to [Al Jazeera’s reporting](https://www.aljazeera.com/news/2026/9/28/myanmar-army-air-strike-kills-dozens-in-rakhine-state), was the region’s main wholesale centre, drawing traders and shoppers from across the state; one official described the attack as one of the most severe air strikes Rakhine has seen.

Photographs and videos posted on social media showed buildings burning, damaged vehicles, and parts of a nearby bridge destroyed. Myanmar’s military did not immediately comment. It has said before that it strikes only legitimate military targets, and it has accused the resistance groups ranged against it of “terrorism”.

## The market as refuge, until it is not

A wholesale market is the most civilian of places. People go there because, in a war that has lasted years, rice still has to be bought and fish still has to be sold and money still has to be made to move from one hand to another. The chronicle of this war, as the reporting records it, is a chronicle of such places: the strike near the market in northern Rakhine is the latest in a series of assaults by the military government against pro-democracy groups and ethnic armed organisations.

The scale of the uprooting behind Monday’s dead is its own number. Nearly half a million people are displaced in Rakhine as a result of the conflict between the military and the rebel groups — half a million who have already left their homes in a state where the generals and their opponents contest the ground and the aircraft contest the sky.

## A power that answers from the air

The military government took power in a coup in 2021, and the coup sparked the armed opposition that now holds stretches of the country, including the rebel-controlled territory where Monday’s strike fell. Five years on, the pattern of the junta’s reply to the rebellion has settled into something repetitive and terrible: where its soldiers cannot hold, its aircraft can reach.

One may observe, as reflection and not as report, that regimes which have lost the argument on the ground rarely concede it; they change the altitude of the argument instead. The people beneath — the trader, the shopper, the family already once displaced — are left to count the cost of a conversation conducted over their heads.
